Have your say on how Community Councils are governed

All Community Councils in Fife must operate under the Scheme for the Establishment of Community Councils in Fife (the Scheme).  The Scheme describes how Community Councils in Fife are formed; the conditions under which they can operate, and the minimum standards to be met for recognition as a Community Council.

You can have your say on the new Scheme by taking part in our public consultation exercise on the proposed revocation and replacement of the current Scheme. The consultation runs until 16th May and there's still time for you to put forward your suggestions and representations.

The consultation allows you to make your views known on the current scheme, before the next round of community council elections, scheduled to take place in 2027. The current review incorporates adopting a Model Scheme, which has been put together by The Improvement Service and appropriately tailored for Fife’s requirements.

In October 2023, the Improvement Service, published a new suite of Scotland-wide model documents for community councils that included a Model Scheme for the Establishment of Community Councils and Good Practice Guidance. The Improvement Service collaborated with local authority community council liaison officers, community councils, Scottish Government, COSLA and the Scottish Community Development Centre to update the Model Scheme and all associated documents. These were subsequently endorsed by the Scottish Government. Local authorities have been asked to adopt the suite of model documents in part or in full as dictated by local requirements.
